The Industrial Decarbonisation Bank funds capital investment (including grid connection, storage and flexibility costs) and operating expenditure for emission reductions/removals at industrial installations, financed by 400 million allowances (2028-2030) plus a further 400 million (2031-2040), with a reserved share for lower-GDP Member States.

Operators of stationary industrial installations (including waste incineration) carrying out or substituting Annex I industrial production processes are offered support, and this is not law yet.
