A manufacturing project meeting any one of the resilience, supply-chain or sustainability criteria is recognised as a net-zero strategic project, which carries the priority permitting track and the public-interest status of Art. 15.

Promoters of net-zero technology manufacturing projects in the Union are given a right, and this is law in force.
