A producer may discharge its injection-capacity contribution by investing in or developing storage itself, by contracting with another obligated producer, or by contracting with third-party storage developers or investors.
Authorised oil and gas producers subject to an individual contribution are given a right, and this is law in force.

In order to meet their targeted volumes of available injection capacity, the entities referred to in paragraph 1 may: (a) invest in, or develop, CO2 storage projects alone or in cooperation; (b) enter into agreements with other entities referred to in paragraph 1; (c) enter into agreements with third-party storage project developers or investors to fulfil their contribution.
