Report to the Commission each calendar year on recycling target implementation and reusable packaging, per-capita consumption of each carrier-bag category, the DRS separate collection rate, and the quantities of packaging made available, collected and recycled by category.
Member States must comply, and this is law in force.
Why it matters
This is law in force, not a proposal.
- It is Art. 56(1) and (2), in the Packaging and Packaging Waste Regulation. as of 2026-08-18
- The act gives its timing as: From 12 August 2026 (Art. 71). as of 2026-08-18
- It names one industry by name: Waste. as of 2026-08-18
- Compliance is checked by Commission review, annual. as of 2026-08-18
What changes
Reporting existed under 94/62/EC Art. 12; its granularity roughly triples. The carrier-bag return alone goes from one figure to four.
Prior rule vs new rule
each calendar year
Member States reported data on packaging and packaging waste to the Commission, including annual lightweight plastic carrier bag consumption from 27 May 2018.
each calendar year
Reporting extended to four separate carrier-bag categories rather than one, to the DRS separate collection rate, to reusable packaging data, and to packaging made available, collected and recycled per Annex XII category.
Who is affected
Burden drivers
Binds a Member State, not a company by size.
